Most assumed that he was just bluffing but today, jew_goldstein himself was arrested by the FBI. Kurt's lawyer compared sending the GIF to sending a bomb of anthrax over the mail, which sets a pretty terrifying precedent if it actually holds up.

But deliberately inducing a seizure in someone is way different from willingly "triggering" someone in the vague, pseudo-medical sense. At the point that you're inducing seizures, it starts to border on hacking somebody's computer or something - you're making use of a vulnerability to violate their rights.
