After their power solidified, their approach was to try to filter the best would-be gommies since they were children. The tykes who showed promise in their school groups were more likely to lead a group in middle school and so on *sniff*. In theory, you'd end up with class-conscious, honest, loyal adult Bolsheviks, the fine flower of the proletariat, leading the world revolution. I hardly need to tell you that it didn't work out so well.

One issue is that, as now is well known, psychopaths and sociopaths are naturally attracted to positions of power, so they'll gravitate towards the Party. This is immensely amplified by the fact that the Party is only real source of power. As a result, you end up attracting more opportunists and arrivists than actual skilled, well-read cadres. Evidence A: how quickly Russian politicans ran away from the Party as soon as possible.

Maybe the Leninist idea of an iron discipline party can work, but it would need a lot of tweaking to get there. Aside from the fact that, you know, having only one party wasn't such a hot idea iether in the first place, and that's not even getting into the morality of it.
