What you want is for the board to grow at a steady pace. I've seen it happen over and over again on imageboards and other sites - if you get a fast-growing community it gets ruined because newfags don't get accustomed to the culture. Whenever new people arrive they have to learn what the culture's like, often by imitiation (especially by imitation on imageboards). If they come in a surge they will not just be imitating oldfags, but other newfags imitating oldfags, other newfags imitating other newfags imitating oldfags, etc. The bigger the surge the worse it is.
