Just go to the social area and spam alcohol til you're at typical NPC int. By that point your chr will be through the roof and you can breeze through the game. Bonus points if you statted into or trained str, as you might come across a Chad or two which will typically stop you from getting near any top-tier women, but if you're at or above their str they'll let you get to the loot and can even be recruited.

Basically everyone has already made their real friends while they grew up, none of them made new reliable friends after that. I'm sure it happens but it's so rare that it's not worth considering. For instance I have only two real friends, one I made at a job a long time ago, and one who is a crazy bitch I once dated about the same amount of time ago. You need to have similar or higher Intellect and Charisma as someone else to befriend them. If you have INT alone, you make a colleague. With CHR alone you make an acquaintance. You can increase the chance of befriending someone by having some of the same mental/physical traits and primary/secondary professions, or by being of the same class.

Talk to NPCs. Talk to NPCs more then once.
Level up your confidence and learn the skill "Put on outgoing emotional mask" and level that skill until it evolves into "actually outgoing"
Class change from "Rank and File Beta Pussy" into "Man", and level that class up with exercise and good eats to cure the status effect "Chemical Imbalance".
Advance class "Man" into prestige class "Real Man" by getting a job at either the Office or Supermarket zone, but grind Job EXP so you can fill the prerequisites for a better salary quest and while you're doing that for extra points you could try out Entrepreneurship
Appease the area boss in Supermarket zone if you're on that quest, but dip out of it as soon as you can secure a better paying quest.
If you're on the job, making friends is easy since close regular contact will automatically rank up social EXP as long as you've practiced your "Emotional Mask" skill.
Everything else after that is the chore, making friends is Easy difficulty.
If you never had friends in the School zone, pretty much none of the EXP you gain there is applicable to the Adult stage of your character, and the gameplay shifts dramatically towards an RPG grind experience instead of being a fucked up visual novel, the NPCs are far less chatty and tend to be easy to gain EXP with.
TL;DR put on a fucking mask, be nice, and leak out your personality only at points where it would be appropriate, and never go full blast. Welcome to fucking life. Hide your powerlevel you autistic nutcase.

The problem is you assume that the npcs in your region are similar to the npcs of other people's regions. This makes getting the class change from man to real man have much harder prerequisites than the advanced class manly loner. While the skills you talked about help in keeping you from being forced to get into the school shooter advanced class, those skills only get you the real man advanced class if the npcs are running on an older version of the game or have gotten the soulless liberal bug patched out.
