If I had to guess I'd assume it's because the two games he's directed so far are ND's most (financially) successful by a pretty big margin. TLOU sold something like 8 million in one year and Uncharted 4 has sold about 9 mil.

Qualifications and experience doesn't matter so much anymore, what matters is how well your future boss likes you. Nepotism is the name of the game, whether you like it or not. I worked my ass off in college only to get a job at McDonalds. The corporate culture right now is to hire someone that they like that ALSO has some experience in the field. Druckman is a good example. He was a lowly programmer for a few years, but he was able to get a lead development position by cosying up to people, and doing whatever they said. His boss probably saw that he had the minimal skill set and can gain something from him. Few years later he made The Last of Us and combined with the Sony marketing machine that basically shut everyone who dared to criticize the game into a lower class. He was able to become the writer for Uncharted 4 which didn't even feel like an Uncharted came in terms of writing and then he became Vice President. Cuckman is just one of the few people who use this corrupt corporate culture to their advantage.

Neil isn't a bad guy in practice, but he makes an effort to avoid listening to critics and instead focuses his gaze on the investors. It's not healthy for PR but Naughty Dog isn't concerned about the "fans". They've become the new Activision - and you can expect MUCH more of the same that you've seen before. Expect more of Uncharted until it's milked dry and no more of what made them great to begin with.
I know this since I invested quite a bit back when Uncharted first came out. Shit is a cashcow and sells like a charm.
