Clown is a mastermind of entertainment, he refs properly to get the most amusing matches. Fighting in the mania only serves him to let off steam from reffing.
Kazuma vs. Viewtiful Joe was fucking amazing. Joe turned the tables in the middle of the fight and started dominating the shit out of Kazuma until he got critted.
The other hype highlight was Holla Forums critting Ammit in a lock, and Clown vs. Lala I think where they kept recovering from 2.9s for about 3 minutes straight.

You nerf MMA, there's no longer a reason to include position shifts for it because it's now not just a risk its a full liability because the entire point of the power level of MMA counters is defense against this. You pit Holla Forums against an MMA fighter you're going to watch his arm get broken. But no one has complained a lot about surprisingly powerful certain characters and it comes down to design. We have folks who tank MMA defense But put points deep into punch, for example.
The primary goal here is entertainment, not dominance. Some characters are allowed to be powerful, some characters win better with certain refs, some characters have better matchups. Dominus won 3 times with crown knee kick, one with a praying powerbomb, one with his finisher from guard position. Nidorina won 5 times. The reception was different, albeit eyebrows raised at the usage. One thing I do believe in, even if we can't change the balance right now drastically, is that there is the ability to make it So only signature moves can cause taps. In my testing environment, this is a lot more fun. Dedicated limb work is possible, and submission artists can still do shit for a long match, and it's easy to examine a strategy for a character when basically you know how it will attempt to finish a match. Also, grappler return I am convinced has a minor guts like effect and Guts is a great tool for characters you fear are weak to submissions. Basically adds a little extra spirit against submissions that is actually pretty sizable. Just try and remember entertainment. What do people find amusing to watch? What characters do people fall in love with?
You still get your base damage for the position shift move and obviously you would bring down both the attack and the counter holds. As they stand they are ~x2 the damage of good regular submissions and ~x4 the damage of the weak ones. So the match turns into a sprint that only one guy was prepared to run. The non-hold counters are on par with medium moves. So you hit something on par with a small, lost the next roll and got hit back with a medium in return. I just can't see that as the liability you claim it is. The actual finish is a quaint detail when the match is won when the 4-6 punches start to rain. The bad reception is less from the winning move and more from the abruptness of it. The holds would be just fine if toned down to around 3-3, 2-4, 4-2, etc. at ~x1.5 of a good regular hold.
All that said, if it is possible to limit tapping to just signatures and finishers then that is a pretty good option. The number of cannot-win wear-them-down holds is really limiting.

One of the reason counter rates are so high. Keep in mind things like triple power bombs are in the 30's etc and come with their own pins, which are going off hp. Game is not balanced, that isn't for debate. Its in the creators hands to make sure its amusing more than anything. Certain things dont belong for sure, but a broad mma nerf wouldnt solve this. Dedicated joint workers also have been great. Cirno can go just nearly about all the way and will only use pins and holds on a grounded opponent, basically no chance of a recovery if she's ahead. too bad she's just a baka who jobs in the end

Nominations tend to fill out soon after the last mania ends, so you are quite late to the party this time around. What defense stats you need depends on your opponents, what attack stats you need is on you. If you are not using it for any move an 1 is as good as as 10. How aggressively you cut attack parameters depends on how hard minmaxing you are okay with. If it is just for stomping CPU on your own go wild, if it is for the mania exercise some moderation. I think that is about all general purpose advice one can give, the rest depends on what exactly you want to do.

Set weapon use 100%, favorite weapon baseball bat. If you can find a way to make him get ring outs (I would guess by giving him some throw-based grapples or bodyslams), make him do that. Maybe give him the hardcore skill so he really beats the bejeesus out of people with the bat.

Doesn't 100% weapon use basically cripple any fighter outside of the ring though? They will do nothing but go for a weapon constantly and can easily be ringed out.

No, I've made fighters with 100% weapon who go in when the count is almost up or well before then if the opp does as well. Could the delay be enough that a fighter gets ringed out if they get up at 18-19? Maybe, but setting it to 70-80 or such would just give a smaller chance of that happening in exchange for the chance of no weapon earlier in the match. The "ring-in count" logic option (forgot exact name) should make them go in when they need to if it's set to a high percent. Remember that fighters can use weapons in the ring and that when one goes in the ring, the other follows.

What I mean is, fighters cant pick dropped weapons back up, so theoretically (I haven't tested it) this situation can occur: Fighter A with 100% weapon use and fighter B who is aggressively styled with low ring run-in stat are outside the ring. Fighter A of course goes for a weapon, B knocks it out of his hand, A gets back up and gets another weapon, B knocks it out of his hand again, and this repeats over and over. Since B only goes back to the ring in an emergency situation and A is either knocked down or going for yet another weapon, A is almost guaranteed to get ringed out.

I didn't think about that. This may call for 80-70 then as that gives them a chance should the infinite loop occur. I haven't seen it myself though. There is a good chance though that the non-weapon wrestler will do something that whiffs or they do a grapple that is won by the weapon 100 wrestler, which gives them time to pick up a weapon and properly defend themselves.

a 100% weapon does not guarantee a ring out. This is because no matter what happens when the count reaches the correct percentage for them on the ring out timer they'll drop whatever the fuck they're doing if they can and go back in, the only gaming of this is if they get stuck in an incredibly long grapple Also, so far as getting beaten on with a weapon, that's how long it will last, with some possibilities for a quicker hitstun - from what I'm testing, there's some manner of diminishing returns, similar to what is up with the stun from aerials (which independently add up to the current stun but diminish in time) so by all means weapon 100% up and watch costanza try his best to shiggy diggy someone into the ground

Unfortunately the anime faces don't really work unless you pair them with their specific hairstyle, and all of the styles preclude the use of any kind of "hat" or in this case bandana. All of them leave big gaping holes in the sides of her head. I gave up trying to turn the jester hat into anything resembling a pirate cap - too much empty space and camera angle/layering fuckery.
