In my experience, spammers get bored and leave (the thread) before people who are here for genuine discussion ever do. Also we can easily filter IDs, no need for moderator action.

What would be better is a push to combine and widen existing generals into something larger: Thief threads could become general stealth threads for example. This prevents them becoming so stale and also clears up space for other threads.

Yes, that is the rule working as intended. The thread goes back to being video game discussion afterward. Porn dumps aren't bad because they're porn, they're bad because they derail threads, and if the dumper anons had their way it would be every thread.
This is a fair compromise allowing for the occasion that a porn image, even several, is completely relevant to the current discussion (besides "it's porn of a video game character so it's not off topic" cuckchan logic), without making the whole thread about porn.
