There's no flowing movement on the head worm, it's just janky, it needs to move with the head and with gravity. the head worm shouldn't have the same general down-pointing crescent shape.

Also, your animation is very cluttered which makes it look like the dude's vibrating, so cut frames like these that don't show dynamic posing and are too subdued.

And on art detail, the lighting on the muscles changes every frame, you should do a light-map before detail, just an overlay, and play with it until it looks natural,do the muscle detail, then lighten it up where it coincides with your lightmap. Normally you don't have to do that with more simple sprites, but on your level of detail it's important to know where light falls on shapes. So on that end, shape linework, light-map, THEN detail, then lighten it where you need to.

for example on the lighting, the bottom two frames on the left of the picture here, the lighting is focused in front of him, and in the other it's above him. You could benefit from removing lighting entirely and just focusing on detail if you want to go that route, you have enough skill to improve to professional level.

I am aware of the jerky head, that was pure laziness. The whole animation was just a quickly slapped together cut & paste marionette (hotfuzzrun-orginal.gif) based off this drawing (earthworm-jim). I honestly don't think I have the patience for drawing every frame yet.

there is one more piece of advice I forgot, it's "down is down and up is up", something I learned from my community college teacher. When your character is at his lowest in the walk cycle, everything else is too and vice versa, a dynamic walk like that is a bouncy one. The first thing you should work on is the head for that reason, not the lighting yet.

for his head, imagine a bouncing ball going forward with a ribbon attached, the ribbon on the end will follow the ball's movement almost exactly, that's what you have to aim for. When Jim's head is stationary, his worm hair bit just hangs, it isn't rigid.

And on the lighting not at all, if you're doing a detailed art-piece it's pretty much the first thing you should think of. if you're not doing direct portraits anyway.

learn to draw real faces (see Loomis or Vilppu on the subject) afterwards find a style you like or multiple styles and emulate them using the foundational skills you learned from reality.

What said. Maybe get a feel for their abstractions and see if you can draw them directly onto some faces to get a feel for what the lines are supposed to represent. Then take those lines off the face and try to construct the face itself based on those lines.
Then you could try to turn draw those lines while only looking at a reference and see if you can still get something that looks like it fits together.
Then, after a while, feel weird that you actually manage to capture some kind of likeness, even if it's not really all that close.

You could just straight up use the abstractions as-is, but it can be a little hard to understand what those rhythms are actually indicating.
