The police coerced a girl and this guy out of the door into the hallway, if you look at the entire video the girl manages to cooperate with the nervous policeman shouting behind the man we see the footage from. The policeman gives instructions to them for about 10 minutes, I think they weren't sure how to proceed because there is a possibility another man (who may have the reported gun) is still in the room so they can't come and collect these two. The string of slightly unclear instructions shouted at them makes the guy quite nervous and for some reason he is unable to follow them up and becomes emotional. The girl however follows them up and makes her way to the police unharmed.
After several warnings where the guy could have been shot already for not following instructions they decide to let him come towards the police as well, however the guy reaches behind him (probably to pull up his pants) and that got him killed.
