It depends on the content of the video. Videos with a lot of still shots or mostly static scenes will compress the best. Otherwise the most I can recommend is half the fps, reduce the audio quality to around 32KBps, and encode at the slowest -speed and highest -quality settings.

If you are using VP9 the -g parameter controls how often a keyframe is used.
-g 30 would use one every 30 frames for example.
-g 9999 will make ffmpeg choose for you based on the video I think. I could be wrong about that last one since I can't find much documentation on it other than it is the distance between keyframes.

I tried out that sample template adding -s and -aspect to change the resolution but it came out without sound. I used 900k for my video bitrate on a 2 minute 20 second video and an audio bitrate of 64k. Not sure what I did wrong there but the player in browser doesn't even have a volume option.

Use the -crf command and mess with the resolution and lower the audio bitrate. For long encodes make sure the audio frame_duration is set to 60. It's just a matter of encoding multiple times to dial in the file size. Like webm related took me a dozen or so encodes.

92KBps is my target, but for things longer than a minute or two I find myself lowering it to 64KBps to maintain video quality without sacrificing much audio quality. 32KBps is fine with videos that are mostly dialogue.
For music webbums I shoot for 320KBps but for music longer than seven or eight minutes I usually have to cut it down a bit to fit below 16MB. Here are two music webms with the only difference being one was encoded at 320KBps and the other was 32KBps.
