In LOTR, Gandalf is basically an angel (the word in the lore is "Maiar", but it's essentially the same thing), as old as the universe itself. He, Saruman, and the other wizards are on the same "level" in terms of Tolkien's hierarchy as Sauron, the entire War of the Ring is very much Gandalf vs Sauron. Gandalf vs any mortal, or really anything lower on the totem pole than him, isn't a remotely fair fight.
