I think you should give Wolf his Virtua Fighter 1 or 2 theme.

2k18 is the latest and it has good character creation, but like said, it's pretty graphics-intensive.
If that's too much for you, the safest and greatest one is 2k14 which has the most pre-made characters for it and isn't nearly as graphics intensive. If you remember a few years ago, 4chan Holla Forums used to host streams on Hitbox.tv using that game.

Pretty sure they both have a tournament mode like you're doing in FPW here and then some. There is no special logic setting, unless they changed something. It's all pretty straightforward. Plus, like said, it has a story line thing (Backstage fiascos, interviews with fighters, etc) and themes are a lot longer and easier to work with.
