Oh, they understand technology. The problem is that many of their databases with the science and blueprints for the more advanced stuff are either destroyed, corrupted or infected with Chaos and will try to kill them if they attempt to access them. There's also the issue that whatever new weapon or vehicle they come up with would need to go through the monstrously complex logistics of the Imperium, and then you also need to provide spare parts and teach repair crews how to maintain said systems, and this when they might be decades away from a forge world. Also, to do that they would need to retool their assembly lines, and since the Imperium is in a constant state of total war they don't really have the time for that.
I'm not sure about the modern toned down fluff, but it used to be lore that neither the imperials or the mechanicus understood technology and actively hunted down rogue techpriests who tried to do so. It's all rote learning of handed down instructions, hence why technology is so ritualized in the imperium.

As of late the general idea is that pretty much every piece of Imperial technology has some kind of VA in it that needs "appeasing", which is basically various vocalized command lines to run diagnostics and properly boot up systems. There's a book trilogy, starting with Priests of Mars, that features an incredibly advanced human ship from before the fall. Once the onboard AI activates while fighting an Eldar ship it misses it, then turns back time to make sure the shot connects.

GW is notorious for being extremely stupid and utilizing the warhammer brand (both 40k and fantasy) in a less than stellar manner. In terms of vidya they seem to hand out game licenses to companies like candy. and while some are okay budget titles these studios can't really risk making a game that doesn't feature the marines since they are the most popular thing in 40k despite being one of the less interesting factions in the Imperium.

I had a great concept for an IG game where the map is just a giant city you and Orks are fighting over. The opening mission would be your transport being shot out of the sky, and as the only surviving member of the crash, you have to sneak around through a city of Orks you can't possibly win against in a 1v1 fight to reach HQ. From there you would be forced to go on missions and shit in true IG fashion, with everyone dying around you constantly. Eventually the game would get more tactical as you survive long enough to get field promotions to the point you start commanding dudes and what not.
