The Kung Pow webm was encoded with VP9/Opus; I've found that Opus gives better results than vorbis at extremely low bitrates (4k). Going lower than 4k or 3k will usually cause ffmpeg to give up and not even try to re-encode the audio stream. You may also want to lower the framerate or size of the video as there is a theoretical floor that ffmpeg can't go below. I've found that undershooting the target bitrate by 20% to 5% will result in the actual target bitrate (these percentages tend towards zero as the target bitrate goes higher).

I've never encoded in mp4 so I don't have any advice for you, but I usually specify my bitrates in kilobits than just bits, for example " -b:v 78k -b:a 9k" (the target bitrate was 92k). I believe the bit rate for the Kung Pow one was 23k/3k +- 1k .

You can either use these materials for crafting items that are only useful within the open world section (yes, just the one and it loads like an absolute bitch) or sell them off for double digit reputation points, which is slow as fuck. To my knowledge, the fastest way to earn rep is by collecting bounties, which are just a collection of 3-4 objectives in the Plains. But these are buggy and tend to fail automatically before you even have a chance to fuck up.
I even made a bet with one of the clan members about the number of hotfixes this update will receive.

Everyone thought cs:go would turn free2play with hats like tf2. The steam user forums hated it, the entire forum got spammed with threads saying that valve should not do it. At the same time Reddit spams threads saying how great it would be if cs:go went free2play.

Saying that finally the community would grow in size (cs:go was still in the top 10 of most played games, for some reason that was not enough). And of course valve can't just give a game away for free, so they have to sell cosmetics. Reddit/normalfags ruin everything.
