Bill does an okay job as Pennywise, but you never doubt that he's this pure evil force. I chalk it more up to the director and writers. By comparison, you look at Tim's performance and he is charming and seduces the kid, playing along with anything georgie says.

Hell, Bill's Pennywise struggles and is afraid Georgie is gonna leave without his boat, whereas Tim saves it as his bargaining chip and then further sweetens the deal to the point Georgie honestly thinks it's safe.

For some reason Revelations was much less rewarding for playing slowly, even though it punished you more for running like a retard, which resulted in far more people just sprinting the entire time instead of sneaking up to you.
