Was considering posting that one myself. Song does a nice way of setting the tone for Elympios' decay, fitting how that world still goes about its day-to-day business in X1, but at the same time at a state of waiting for its own death.

They do have Shiina as a regular. It's just that he's usually stuck on Radiant Mythology escort title remix duty (of which there hasn't been a new one for six years), while Sakuraba and, at times, Tamura handle main series entries. According to Wikipedia, they brought Shiina back into the main series for Zestiria as dual composition with Sakuraba, but it seems as of Berseria he's back to escort titles again. Bamco also keeps Shiina busy with composition for Mr Driller and God Eater.

Also, with Legendia having such mediocre reception, maybe it makes Namco leery to have him stick his head into the main series. Which would ignore the fact that the OST is pretty much something that even the people that hate the rest of game still find to be a very high point for the game.

Japanese make some fantastic jazz, but it's a pretty niche genre for them. You can get some really good shit when they get inspired to do it, though.
