You seem to be confused. They DID have a consciousness and conscience. The knowledge of good and evil refers to something else.
They lost their child-like innocence and bliss, hence covering up their naked bodies with fig leaves. They became became spiritually dead and started physical death as well. It was impossible to commune with a holy and eternal God in their fallen state.

It doesn't say "and God noticed that they would inevitably remain in Egypt, irrespective of the terrors he visited on them" it says God actively intervened (presumably) to continue the torment.
