I've been playing through Re;birth 3, and in it is mentioned that people weren't as fond of Nepgear's personality as compared to Neptune in the second game. Was this true, and is this why Nepgear is a wreck?

Yes, Nepgear wasn't as liked as a protagonist compared to Neptune for many reasons, the nips really hated the Conquest ending for instance.

She was the third most popular character after her game came out, but she also was the most hated. The people who hated her spoke out more than the people who like her so Compile Heart made her get abused in Victory/RB3 assuming that that was what everyone wanted. It wasn't and a lot of people called them out for it. So they drop it in VII. In fact Victory was basically a game they made solely to address people who complained about the series. And because they were making a game for the people who disliked the previous two games, they ended up making a game that is pretty much the most hated in the series. But just like Nepgear, that doesn't mean everyone hates it. A lot of people love it. But a lot of people do hate it.

I will never understand why developers will always try to cater to people who hate their games as a whole to begin with. It never works.

MK2/RB2 did seem unnecessarily dark compared to the first game. The introduction of the sisters was also somewhat odd. I was under the impression that the CPUs were personifications of the companies and their general design philosophy, not the specific pieces of hardware. Does RB2 imply that there are several generations of ancestors to the current characters, and are they all wasting away in the Graveyard? If so that's pretty brutal.

Why do folks hate Victory/RB3? Is it just that they said 'fuck it, new dimension' and sidelined everything story and world-building from the first two? So far I don't dislike any of the characters and the story seems fine. Was it more that they went and explained things that may have been better left unexplained, like the CPU Memory system for 'birthing' new nations?

The characters are completely different. Neptune is outright abusive towards everyone. Noire is a megabitch. Plutia has one joke which is she rapes everyone in every cutscene. Vert is all muh boobs/muh imouto for no fucking reason (which she at least had a reason in Mk2/RB2). Blanc was left alone pretty much except for when you first fight her and she cries. Nepgear shouldn't have been in the game at all but they shoehorned her into it simply to abuse her. They had to completely ignore all the character development she got from mk2 to get her into the Ultradimension.

The setting seemed like it would be interesting, taking place in the Gamindustri of the past but that went absolutely nowhere. There is no plot until the last five hours of the game. Everyone only has one joke because the writing was so shit. Neptune abuses both Gear and Noire the entire game and when Nepgear (who is acting OOC anyway) complains, Neptune is like fuck you I like Plutia more than you.

The only thing Victory did well was the battle system. And that's only in comparison to OG and mk2.

Is it safe to say that the two characters most people like from Victory are Rei and Peashy?

You should start with Re;Birth 1 and go from there, maybe play the originals afterward if you own a PS3.

I have a ps3 and 2 neptunia games.

So which one of those are the game to play or start with? I can see if I got rebirth, I found a scary amount of disgea games and altier games.

The Re;Birth games are remakes of the first three Neptunia games (HDN, mk2, and V) that changes the battle system and some story elements (especially in the first game). Both the original game and Re;Birth 1 are not a part of the main universe right now which begins at Re;Birth 2/Mk2.

So I can just start with MK2 or is hunting for a copy of re;birth better? Is it on ps3 or vita?

Play Mk2. Skip V. Play V-II. Go back and play V afterwards. It kind of sucks. At least half the people here agree with me. Then again, the other half absolutely love it for some bizarre reason. I suggest Mk2, V-II (PS4 and Steam only), then get Rebirth 3 on steam so you can get the retranslation patch.
I recommend RB1 also, but it isn't canon and nothing in it carries over to the second game. At all. Not even character development (not that there is any), character interactions, plotlines, or anything. It's a fun game, but not necessary. I would recommend that before RB3 if you do want more after V-II.
Plotwise, it goes: Mk2 (RB2) -> V (RB3) -> V-II. However, V is completely ignored in V-II and most likely won't ever be brought up again. As such, V can be skipped without missing anything at all. There's a reason why half the people hate it and it seems Compile Heart realized that.

No, RB2 and RB3 are remakes of Mk2 and V respectively. RB1 is it's own game that takes place in a dimension similar to OG HDN, but the plot and story and characters are all completely different.

Why do people keep saying V is ignored by V-II when there are obvious references to characters and dimension travel antics of the past? Older Neptune even shows up in V's True Ending which explains how she came in possession of Crostie.

Because it's one reference to Plutia where they don't even mention her name, confirming that they have no intentions on putting anything that happened in V in the game. Croire gets an introduction and explanation in VII, so it doesn't matter if you played V or not. Big Nep's first appearance is in VII, not V. It's obvious she is the silhouette child in V's true ending but that's an extra scene that was played for laughs in V and adds nothing to the story. Not that V has a story. Either way, Big Nep is first revealed in VII. There is one more reference to Rei's power but it also explains that in VII. So no, you don't need to play V to understand anything in VII.

So, I only have Re;Birth 3 on GOG and Hyperdevotion Noire along with Nep U on Steam.

Both RB3 and HDN:GB during long battles will start losing sound effects. I've noticed this during battles with Vert for example. And as time goes, more sound effects will not play. And it'll get to a point where the game finally crashes. If I save, shut the game off and play it again, it's fine.

I've done a little research on my own, PC Nep games seem to have this issue. I mostly play vidya in short sessions anyhow due to work like 30 minutes to an hour so it's not a big deal but for days where I can play for longer it'd be cool if I didn't have to quit and then restart the game to restore sound and prevent a crash.

Hmm, the WebM I wanted to use was slightly too large. Rather than encode it I'll use these 3 MP4's for a 13.5MB load.

It basically turns any 32-bit EXE into a pseudo-64-bit one; there's a flag - which is normally disabled - that allows for over 2GB of RAM to be allocated at once in 32-bit apps (new maximum of 4GB). This program flips the flag from "disabled" to "enabled". That might help solve your audio issues during extended playthroughs if that is the route cause, just make sure to backup your old EXE just in case.

I'll give a quick rundown from what i gathered so far. No cute screenshots just yet.
The localization is okay. There are a lot of grammatical errors in both cutscenes and NPC dialog. The original intent is always clear but it could really use some touching up.

The UI, music and art are quite good at giving you the feeling of playing a B-tier japanese MMO, lots of attention to detail in this departement. I do have to say that the shopkeeper art clashes with the normal art, might be somewhat intentional.
I'm not far enough in yet to fully judge the combat system but it seems a bit shallow right now. You have a single combo using a single button, a dodge attack, an air combo, a block, a parry and skills. I'm assuming, from what i played, that skills will be playing a much larger roll in combat later on. I'm also not sure about balancing, Uni for instance seems to do way more damage than anyone else of the first 8 party members. This is due to how the SP-system works in this game, you get sp back every time you hit an enemy and Uni uses dual pistols so she hits a lot. She uses this SP on her elemental shot ability which outdamages anything i've seen so far, by a long shot.

I won't comment too much on the story just yet for spoiler reasons, etc. It does seem, from the opening 1-2 hours, that everyone is very one-note, i hope this changes as quickly as possible and that it was just for introductory purposes. Did Rom always explicitly say what emotion she was feeling at the end of her sentences? If not, she does that now.

If my experiences in the demo a month or two ago was any indication, yes.

Balancing is a known issue from the JPN side but Nepgear actually (at least with development) exceed Uni's abilities. I tried a Nep/Blanc/Gear/Uni party and was pretty much able to steamroll through a dungeon. Not sure how that would translate into the finished game though but there were some people who found it too hard.

Rebirth 1 is usually the safe pick since it's generally regarded as fun and not hard to acquire and "pick up" once you acquire it.

There's a couple of anons here who go nuclear over Victory/RB3 for varying personal reasons; most everyone else ranges from "meh" to "like" for the most part (I tend to be more in the "like" camp, at least for the RB3 rendition). That said, VII is it's own story, but I do agree with you that at least the first two Hyperdimension storylines (either OG or Rebirthed) should be done in sequence before VII (although the first RB is a great primer).

Grown up Iffy (or that one at least) got traumatized by a plant, she deserves no mercy.

All undies are part of the costume they wear. Nepgear's regular pantsu are these pink ones with the ribbons. But then her Black Mage outfit uses blue stripes instead. I would say they're Nepu's, but Nep's don't have a bow on them whereas Gear's does. Here's the Gear ones I have. And the White Mage Blanc's. Plus a little something extra from Samurom.

That's pretty neat. Gives some outfit a bit of uniqueness.
