It is a bit unfair to compare what a mod made by one person can do compared to a development team. I think if the game was designed with something like a super mutant race in mind, there could be viable and unique ways to play the game compared to being a human or a ghoul.

Given the circumstances, it's best they didn't try to make it work. But goddamn, is gamebryo such a shit fucking engine.

Obsidian had fags with past experience at making radical changes to gameplay based on race though (see: Troika games and where the main names behind that went).

What was even the point of North Vegas Square? Freeside and Westside were more than sufficient to show non-strip non-NCR parts of Vegas. The quests there don't really effect anything either.

Ghoul would be pretty easy, since that's basically a reskinned human with different interactions. All it would have taken to make a Super Mutant race work would have been more time. Although it probably would have been shit since most people would be terrified and/or hate you completely and not want to interact with you.

Right out of the gate, you need NVSE. It's not obligatory, but some mods require it same goes for the JIP LN NVSE Plugin, and Mod Organizer to install the mods.
After that, its up to you to choose between Mission Mojave Ultimate Edition or the Yukichigai Unofficial Patch; both of them solve a lot of bugs in the game while also tweakng some gameplay features. MTUI for screen resolutions higher than 1024x768 and UIO to prevent your screen to become a HUD shitfest.

user, just go back to university and plow through the course ignoring everyone else. It may be a bit harder since you have to work without having discussions and help from fellow coursemates but who cares? As long as you have the will to plow through it, you can. Don't let yourself regret not taking the course after rolling through the 30th year of your life, because at that point it becomes increasingly harder to take in any sort of information.

The Legion weren't supposed to be Le Edgy Slavers, but Bethesda forced it due to "We need a bad guy!", when the Legion rolled into town they'd put everyone with no skills in indentured servantdom till they learned a trade, then they'd become full citizens. The idea of NCR vs the Legion was supposed to be you either Traded Safety for Freedom with the NCR or Freedom for Safety with the Legion (Reason why you got those traders in the fort praising how save the roads are in legion Territory). This was cut late in production, and stuff like the currencies were left in the game (Remember how their only damn use was trading for chips at casinos?) and you would've needed to manage between the three types.

To be fair that would've been really troublesome, thanks to the retarded way gamebryo handles skeletons they'd have to do a human and mutant version of every single weapon, armor and outfit to make sure everything would work properly, otherwise you'd have something like in The Old Republic were the different alien races are just humans painted blue or green. I guess playing as a ghoul could've worked though since they use the same skeleton as humans.

I guess this is a problem with Fallout 3 you just highlighted, but Fawkes wasn't shot on sight by anyone who should be hostile to super mutants. Some kind of weirdo exemption for certain super mutants wouldn't be in contradiction with Fallout 3 and with the way Bethesda raped Fallout lore already it's not like being consistent with Fallout 1 or 2 matters at all anyway.

My point is that it wouldn't be the same game with some different dialogue if you could choose your race.
