If the character is some ridiculous thing like a space kangaroo rat or a fat little cartoon plumber or a blue hedgehog, the game is a story about them. It helps they're in third-person also.
If it's an FPS with a realistically rendered human protagonist and choices that either affect the outcome of the game or at least pretend to, then people will self-insert by virtue of making the choices for them and the character's eyes being their eyes.

Through the first Dishonored you had The Outsider constantly screwing with you, and no idea whether he was doing it because he was guiding you towards something, wanted you to grow your powers further or just plain fucking with you. Add to that how you had no way of gauging his power aside the fact that he seems to be some sort of god figure which the insane worship to obtain power from and it made him a great mysterious character.
And then in the second game he shows up and straight up tells you what he wants and how he feels about it.
And in the second game's expansion you kill him.

The second one tried to be more like Dark Messiah than Thief. It was better than the first one IMO.

I worked a month at a scout camp this year.
