He does overblow the issue and overrepresent the errors actually present in the game (the actual errors are few and far between), but the specific examples he brings up are in fact translation errors.

Mitsuru's French in Persona 3 is a good example of localization done properly so it would not sound awkward when the character was brought to English. A lot of xseed's work is also dedicated to this process without losing the authenticity of the story and its setting.
