I think it's more about art becoming more about "intention" than skill over the years, and that didn't start with Warhol, though he obviously directed others towards this as a genre.
Coupled with the "everybody wins" mindset, I think it's easy to see what happened here.We encouraged people to play ball before they've learned the rules. They develop style before fundamentals, and that's why art today is so lacking. It's wrong.
Claude Monet is a good counterexample to this. His style is distinctive, yet his foundations are solid and you can see this in many of his works.
While Sunset in Venice is clearly a product of his personal style, he has also produced his fair share of more traditional works that are technically and visually sound.
The Garden at Sainte Adresse also has some of that stylistic influence, but by and large it looks "normal." There's only a bit of abstraction to it - I should note that I don't mean in the artistic sense, I mean the normal sort of abstraction. It adequately represents what you would actually see but doesn't overly concern itself with specifics.
And then there's La Japonaise, a portrait that presents what is seen as accurately as possible. It is not the most photorealistic piece by any means, but it's a technically advanced work that's only possible with genuine ability.
You can see these strong fundamentals in Monet's work, and that's why even the more stylized pieces remain visually appealing. They are consistent with the way things should be.
Modern artists are often inconsistent with reality, whether intentionally or unintentionally (this depends on the artist). They compensate by creating something symbolic as an "intellectual" gesture but this is merely posturing. They imitate sophistry rather than practice it, and that is why the common man doesn't respect their work.
This is opposed to something unpopular that is still understood by the common man, like opera. Most people don't consider themselves fans of opera, but they do admire the talent and passion that goes into it, and by doing so, they appreciate it as a form of art.

It's not a bad argument, but it's a disingenuous one. There's only so many stories to tell, but what makes a good narrative is not the story itself but the storyteller. A good storyteller can make a trip to the store to buy bread sound interesting. A bad storyteller can easily squander even the best of expositions.
