Shares are non-transferable, which is part of the whole idea of a man owning the fruits of his labor. Tho there are exceptions that allow outside investors and whatnot.

In theory, central planning coupled with full government-ownership of all means of production is theoretically collective ownership, but seeing as the workers themselves have no say in how the companies they work at are run, it's effectively just public property. One inheritance of the 20th century is that most everyone thinks socialism only allows for government-ownership, even in the left itself. This idea has to be dispelled.
