Well keep in mind that Pokemon predates GameFAQs by many years. The thing about Pokemon is that it was really the first video game for '90s kids that it was okay to like. Like, back in those days it was still unacceptable to be the nerdy kid who likes video games, but Pokemon was the exception, because there was something in it for everyone. So it was really the first game that you could bring to school with you and trade secrets like that about. It was kind of a pioneering moment for video games.

I heard about Missingno in 2003-era from a friend in school, since that typically was a popular glitch. Mew glitch on the other hand is a chain of hilarious coincidences that just happen to add up to summoning any Pokemon and then some. I can't even remember where I first heard of it but it was somewhere in 2005 probably and hadn't become as widespread knowledge yet.
