The game and characters

X-COM

At this point I've run out of named characters, but let's continue. Every other spot is to be occupied by customizable characters with locked in personalities. You'll be able to customize their appearance in much the same way that you can in recent X-COM games (plus have a breast size slider), including their name (as is X-COM tradition) and country of origin. The default models will be (loosely) inspired by X-COM UFO Defense soldier appearances.

The 6 custom girls will have different personalities available to them, with different sets of animations and voice clips to match, their personalities are prone to switch up temporarily (i.e. for a round) if something dramatic happens. They reset to default after the match.

and whatever else you could think of that fits the mold.

The Costumes

Initially they'll all have recruit gear, and you earn better swimsuits as you progress through the game. Their recruit gear will actually not be bikinis, but the uniforms rookies start on in X-COM UFO Defense. As they get more experience, they gain research material for Vahlen to come up with new costume equipment designs, allowing players to gain gradually more revealing outfits that grant them greater abilities/boosts. These outfits will need to be built by Shen in exchange for items earned in matches.

The Story

As Commander of X-COM you have learned that the planetary conflict between Earth and alien forces is bloody and tragic for both jobs. Defending Earth is part of your job, but there has to be a better way.

Taking inspiration from the Olympic games, you decide to invite the aliens to one island on Earth where your team of the world's best soldiers will challenge them to a series of games of volleyball. The x-rays are intrigued by this novel method of conflict resolution and agree to settle their score with Earth that way. If they win, Human governments must either conduct diplomacy with the aliens to fulfill their terms (genetic material for experimentation, raw materials from the planet including uranium, etc.) or face the prospect of the cease-fire coming to an end. Humans likewise will gain the aliens leaving Earth alone if they win. Earth must win a series of beach volleyball tournaments with the aliens to avoid the war coming back.

Unforunately, the aliens don't grasp the point of sending attractive women in bikinis

The Gameplay

X-COM Beach Resort will focus on turn-based probability-based gameplay. The girls' (and the x-rays') side of the court will be divided into a hexagonal grid of some size. There will be 2v2 beach volleyball matches in which the ball is actually some ultra-light and ultra-durable "ball" (made of alien alloys) and the players will be armed with guns (unlike standard beach volleyball). Like beach volleyball, they are only allowed to shoot the ball when it's on their side.

As is long-standing tradition with the X-COM series, everything is luck-based. There will be a ref to oversee that the rules are followed, but you will be given the option to attempt to break the rules at the expense of losing a point rather than gaining one if you're caught (so you'll only want to do it in clutch situations). The ball will not travel far if shot, it'll just be like hitting a regular volley ball, but at a distance.

The odds on hitting the ball directly by positioning yourself well are very high, but for style (and additional distance) you can opt into striking it with the butt of your rifle at a lower probability. Lower yet is the chance of hitting it at a distance, but that depends on what you select.

Your opponents will initially just be other volleyball rookies, but when the alien teams arrive, it progresses much the same way as a standard X-COM game would. First you'll be facing small, weak moderately psionically powered Sectoids. Then it'll upgrade to Thin (optionally, Wo)Men, and Mutons. Then Terror from the Deep stuff like Aquatoids and Gillmen comes to the surface after the first tournament. Finally a third tournament happens with Mechtoids, Ethereals, Muton elites, etc.

After the three tournaments Earth is saved and you are given a free-play/sandbox style mode (and access to online competitive) to play around in.

Humans: Olivia (And the fact no one posted here earns you all my eternal disgust), Gold/Silver Era Misty (Representing first gen, but using the aged up version to avoid the loli issue that WOULD spring up. Not about appeasement but avoiding headaches.), Clair, Flannery, Skyla, and Elesa.

I'd also include the girls from the elite 4 as unlockable characters, with Cynthia as the final unlockable. Because NOT including Cynthia in this game would be even worse than not including Olivia, but she should not be easy to get.

Could also include a DLC character pack of all the girls from the various Teams through the series. Top it all off with Jessie from the Anime.

DLC Character Pack 2 would include all the gym leader ladies I missed in the first go. (I was focused primarily on who would look best in a swimsuit with that selection)

DLC Character Pack 3 would have more anime exclusive characters such as Nurse Joy, Officer Jenny, Aya (Koga's sister), and so on.

DLC Character Pack 4 would just be more furry fodder. The Pokemon the furries would go for beyond the three I already listed.
