Kinda like Assassins creed 4 shit piloting with player combat as well. Not just ship combat, actual swordfights and muskets. Allow you to board enemy ships. Small islands and cities around that you can sail to and do quests or help factions or groups. Make the islands big enough to actually explore around and have some fighting on ground as well, so it's not always naval battles on ships. Make rum a healing item, similar to a potion. Drink too much and it penalizes you and blurs your vision and makes it harder to control your character.

This, actually. Piloting a boat was the best part of AssCreed. Just let us control a character in third person and travel in ships like that. Hire a crew of mooks to run the ship and fight for you but also have a few mateys that work like sub-generals, giving bonus to sections of the crew and commanding a small amount of men with them.
Then give me pistols and cutlasses, let me swing from a rope to other ships and fight in the open sea. Let me collect gold, buy stupidly large ships and bask in it inside my cabin while I play the organ.
Make it singleplayer but also keep an option for multiplayer CO-OP. Motherfucking CO-OP, I don't want no shitty DayZ clone with pirates instead, just going on sea adventures with friends.
Have a world that simulates it's economy and sees cities growing and falling. Have some degree in politics too, several factions fighting for power. Let me disembark in land and pillage coastal towns while my ship bombards the area. Let me stash all my crap in a pirate fortress somewhere that I must defend too, let me make enemies and nemesis in high sea, let me make prisoners and employ slaves.
Give us mythical creatures to fight against and mythical locations to explore. The game ain't complete until we can go down to Davy John's Locker and kill the squiddy faggot!

Bottom line is this: the ideal pirate game would be Sid Meier's pirates, but deeper with a big, accurate map of the Carribean, cities with functioning economies that trade with each other, dynamic populations that grow and deplete and that you depend on to recruit crew members, map resources that factions compete to control, a good combat system that not only makes naval battles fun and challenging, but that also accurately simulates the gunplay and swordplay of the time (something no pirate game has yet been able to do), city sieges with artillery, good art and writing by talented people who put more weight into historical accuracy than into getting pats on the back from charlatan PC reviewers, and NO DLC/ microtransactions.
Any big-budget dev would end up making some streamlined action/adventure that loses it's novelty after the first playthrough unless you happen to get hooked on the online.

Multiplayer is cool when it's about LAN Co-Op. You don't have to worry about hackers then, it's just your friends who you can punch in the face anyway. If it's co-op, you get essentially the same singleplayer game and story, only there's a lot more enemies to compensate for your friends.

On that note keep the "Current year" BS out of it as well, I don't care if there are gay or trans characters, but don't bandy them about like your signaling an armada, it looks bad. Also make them characters first gay/trans/whatever second, a well made character will be positively remembers a virtue signal is mocked and helps make the game forgettable. Historic Fiction, see if the 7thSea IP is willing to come to the table about a game, if not then make up something similar enough to be fun but different enough to not get sued. Location: Give me a whole fucking world to explore, give me side quests, give me random islands, give me natives, give me tits!, Give me cannons roaring and drink flowing, tense boarding action and gentle waves at dawn! I want a game that captures the feeling of freedom that exploration gives, the rush that crossing the T would bring, and the mystery of lost civilizations and crazy dark magics. Soundtrack: give us sea-chanties, orchestral pieces, and to give us a stark contrast use something like heavy metal for the crazy out of this world horror elements or some such. Use the tricks that Zimmer used in Dunkirk to keep the tension. DLC should be worth the money, look to CDProjectRed for how to do it, Hell, maybe just look to CDProjectRed to make the game… Give us a ship customization system that makes it so it's not just "Biggest= Best", have the size of a ship matter in the factors of agility and nimbleness, Ships of the line were terrifying when they were on a line as you couldn't dart around them, but alone they were sitting ducks to the lighter and more agile ships who could tear them apart while avoiding the brunt of the line's guns. If your going to do Multiplayer then make it a role based game, Pilot, RGunner, LGunner, Repair. All will do normal combat during boarding actions. But have those four roles, and make ship combat compelling in it, have it so a well oiled team of four can if they so wish never see boarding while they dance around heir prey,
