I just learned about this game's existence. I DO like the idea of an online game that actually lets me be a supervillain. I hear it's free, but instead of a subscription you have to pay up-front for stuff past Level 30 like MMO expansions.
Is it worth anything past that point? Any typical tricks of Shlomo I should be aware of?

It's not just past level 30, basically 2/3 of all existing content is hidden behind fuckhuge paywall. It's pretty good game, but is super jewish so make sure not to spend a cent on it.

I'll give you the rundown since I was in a similar situation to you a few months back.
Don't.
It's a neat game and one of the few where you can actually fly around in a city with decent freedom, not just gliding (the movement was what sold it to me) and it does look pretty considering it's age.
It also has an interesting concept for builds where you can have 2 specs to switch inbetween at anytime (with a cooldown) and everyone has a "damage spec" for when you're solo or you need extra damage and an "utility spec" where you do something other than damage. Even doing something like a Rogue or Healer, you can actually do more than your standard generic role.
However, it's repetitive. The missions vary considerably in story, if you like to read on it and be immersed, but otherwise they play out very similarly and are never a real chalenge. Most of the content happens in raids you can join and play as an original hero or in other types of raids where you do play your guy. Most of the time you'll be queing for those while doing overworld stuff.
The map is huge, divided into several sections but there's nothing really that appealing to explore, you'll just move to complete your quests and level-up faster.
There's a shitload of stuff locked behind a paywall, even very basic stuff. Your money amount is very limited and some of the rewards aren't given to you unless you spend at least 10$ on their stuff, which increases the limit, or you buy a subscription which actually removes it.
Creating guilds is also limited to those who pay the subscriptions and joining them requires that you at least pay those 10$.
The PvP is also fairly redundant and autistic. You can go around the world but you'll rarely meet someone at your level. More often instead you'll be doing a quest in a zone and someone 324353 levels above you will arive and fuck your shit up, especially if you killed him or a friend before in the same place, even if it was a fight between equal level characters (this happened to me)
Meanwhile, everyone also queues for PvP in arenas where you'll get your ass kicked by people that have been playing for longer than you and thus know the game better have better PvP gear that you can grind by playing PvP.
The worse thing about the game is the company itself that made it and how they constantly try to get money out of your wallet. They are a business and that's expected, but it gets severely annoying at how many times they remind you that "You can buy this thing and it's super sweet!"
It happens with Planetside 2 as well, another game by them.
Go play any of their games and you'll see that at any point in time, regardless of where you are or what menu you have open, there's a button somewhere reminding you about something that you can spend real money on.
TL;DR
It's fun, but it will wear off fast and you'll regret every penny you drop in it.
No, it's just a huge waste of money that will try its best to force you to pay for every little thing and make you really irritated if not outright angry.

I was super excited, but the game skimped so hard on its character creation/customization that I can never enjoy myself while playing it.
They may have changed it since then, but I remember at launch that you couldn't make a few iconic characters without bending the rules.
It was because they went to fighting styles/power sets rather than having a more generalized advancement system. You couldn't just make a pure brute character, or a ninja or anything like that, they had to have some crazy power as well. And rather than treat 'gadgets' as an out for that problem, it was super a 'be batman/joker' tree.
City of Heroes was showing it's age big time at this point, but it was still a far better game compared to this setback.
Same, it has a pretty okay character creator.
Good to see people don't put up with the paywall shit. That's what made me quit, too. The worst part was seeing people in my league actually defending the paywall system when there's 30 different MMOs on the market that are actually free to play, not free until you hit the first paywall. I dropped this shit for PSO2 and never looked back.

I remember playing champions online back when it was still in beta, and the amount of fun I had in just creating my characters.. The fact that you could give any character, ANY super power, regardless of class picked at the start was fucking awesome. It did bum me out that I missed the boat on CoH, but I got quite a lot out of champions whilst it was still good and wasn't ruined by the fucking archetypes and generally trying to squeeze as much money out of it as possible.
I kinda wanna go back and see if things are still as bad as they were when I dropped it, but from what I recall I needed a fucking silver/gold account to access the characters I created before any of that shit got introduced,

The voice acting is really nice tough
The movement system and doing the different races was the most fun I had with the system. Even better if you play with controller like intended. Otherwise, it's pretty forgettable as far as MMO go.
