There was countless mods that were even though not the highest quality, were very interesting and creative. Re-encoding a low bitrate video with a higher bitrate will only make the file unnecessarily larger. If a low bitrate is inevitable I usually try to scale down the video to hide the artefacting. Depending on the content of the video I use roughly 400-600kbps with a 540p video with 64kbps for stereo audio. As a result your webm should be about 2-3MB.

VP9 has much greater video compression than VP8 and h.264. All while h.265 isn't even supported ,and I hope it never will be.
