It seems like a lot of these devs have wierd assumptions about how Western cultute works with regards to how loose 'culturally unacceptable' is and how individuals react to things that are 'culturally unacceptable' hell more people are likely to not buy a game that get's edited for cultural sensitivity than people are going to pick it up because you edited out a breast slider and a few risque outfits for Western audiences. Even more so for niche franchises like this.

The japanese place a lot of stock in business relationships and reputation, so if someone who they've been dealing with is telling them shit like "Oh you need to change this and this, it won't sell in the west" They'll believe them at face value.

To date I still don't think I've seen a single piece of evidence that censoring a game has ever boosted sales, or at least prevented a loss of sales over said 'culturally unacceptable' things, especially for niche titles like the Xeno series.
