Heavily combo-oriented juggle-based fighting games are only popular with an extremely niche audience.
Why, then, is the next step away from that always such a drastic step? Is it too difficult to make a traditional 2D fighting game fun if you heavily limit juggles and combos? Would it be that ridiculously difficult to make a fun game where you're limited to one reset per combo and your opponent can't be juggled more than once per knockback?
There's no single step down from this. A fighting game is either based around large combo numbers and a series of juggles, or it's a party game where you have a button for jump and no directional inputs more difficult than basic 8-way input.
I ask because I genuinely don't understand. The only game in my entire life I've experienced that is somewhat like this is Yatagarasu, and even then it doesn't (strictly speaking) limit combos or juggles as much as it could.

But the difference there is that anime fighters and 3d fighters in the vein of games like Tekken, at least are still much closer to traditional fighting games like KoF and SF. Any idiot can easily jump between those three types of games, but games like Smash have completely different fundamentals. I am thouroughly intrigues by this health system. It basically solves a problem newbies have by not giving you a single value for character health, but instead ensuring that you can always fight so long as you can land clean hits. IT looks like if you have two people of roughly equal skill the body durability will come more into play to break any stalemates. Super meter is also interesting. You're rewarded pretty heavily for being pushed to the edge but they are all single use, high reward moves.
I'd be down to try this out.

SF4 is weird because it had some stuff that was clearly designed in a dumbed down way like focus being a stripped down parry where you only get to parry one hit now and you can just hold it and release if you want to counter attack. There was input leniency too to help new players. The game had a bunch of 1 frame links though that you'd need to plink to realistically hit consistently and FADC was a more complicated RC from anime games. The game ended up being very OS and execution heavy even though elements were designed to be beginner friendly.

Focus is more complex than that, you can cancel it to bait opponents, and the health that you'd have lost by getting hit if you weren't using it can be ultimately lost if you get hit before you finish recovering it. It's not a stripped down parry.

I don't know if you don't play fighting games, but combos don't look like that in a real match. The game you're looking for is Super Turbo. If you can land more than 5 hits in one combo, the round is over.
