That is seriously one of my favorite soundtracks ever. It's very short, and very sweet; but that City theme makes me sad/wistful as fuck.
A lot of this soundtrack was hit/miss for me, but even the misses still seemed to capture the feeling of the areas well. So I suppose it succeeded.
SimCity 3000 and SC4 are equally tied in my eyes. Both are excellent. Shout out to SimCopter's jazz station as well.

Chrono Trigger's OST is a work of art. That first link hits the feels pretty hard for me.
I also think Chrono Cross has an equally phenomenal soundtrack for being such an abysmally shitty game.
Embed related is probably one of my favorite soundtracks. JRPG-tier themes in a fightan game really made Soul Calibur 2 stand out for me. Sorry for the blog bros, I just really love sperging out over God-tier vidya music.
