yes, the altar of blood in RS3 is deep within the vampyre castle in Morytania, of course no one walks there, everybody uses the abyss.
in OSRS however, bloods and souls are crafted in Kourend, in a shitty special altar that needs special mcguffin essence, that can be mined only in kourend and doesn't work on pouches (i think)
