Steam Refunds

I asked for a refund earlier with this note (the game is an early access twin-stick called Noct in case you were wondering), but I'm not sure how refunds work.
Who looks at them? Just valve?
Can the dev see them?
Can the dev reject or approve them?
Do the devs at least see how many total successful and unsuccessful refund requests were performed?

If you bought it less than two weeks ago, and played less than two hours you're basically guaranteed a refund. If you go over either of those two limits you're fucked.

Never got a refund rejected with a short justification and "it's not fun" as a reason, but I always submit before two hours and I do it sparingly.

Seems like a good place to find constructive criticism for games is what they say in the refund notes. If I were a game dev I would definitely want to see those, seems like they would be really helpful

IIRC when game comes out of early access you can still refund it even if you had more than 2 hours during early access time, that was what happened with KF2, wasn't it?

You post like a faggot and you use steam, but I repeat myself. Since you're a clueless fuck on how to get refunds, I would encourage you to:
A) Read the Steam refund policy
B) Make sure you fall under it.
C) Follow proper protocol for refunds.

If you want to beg refunds off of a developer since you fail at B, you don't write some bullshit fedora-tipping trash, you just explain that you think the game is shit / flawed product / does not live up to expectations / you had zero fun playing it and you ask for your refund. If you live in the EU I think you have a more generous refund policy than Valve's usual policy because of the EU's socialist laws forcing them to have an actual refund policy. That's about it. Now please learn to use fucking search engines or click around on the fuck help pages on the steam website instead of trying to make a dogshit general begging for refunds off of Steam of all things. Their terms are vague. If they think you're abusing the system you'll get in trouble, but they also accept people refunding a game if a sale for the game started right after they bought it, so they could buy it for the cheaper price.

Bullshit, that refund policy they have is completely meaningless. They are obligated by law to give you a refund, if they deny you the refund all you have to do is bring up the court case they lost and threaten legal action.

There's a game I bought a couple years ago that literally doesn't work at all. I tried refunding it and gave "I strongly dislike EA" as my reason like an idiot I had heard the reason didn't matter as long as you hadn't played it very long It was denied, of course but I wonder if I explained in detail the reason I can't play it they would give me a refund this time?

Not entirely. Your chances are very slim, but depending on your wording, you MIGHT get a chance to get a refund. Had a game once that I bought, and then my brother ended up in the hospital, so I didn't get to play it until a month after I bought it. Told them I hadn't gotten a chance to play it until then, and they gave me a refund.

You should be able to refund any game that has left EA. Doesn't matter when you bought it or how many hours you played. I refunded Battle Brothers when it came out of EA and I'd had around 50 hours played.
