Maybe you just don't know how Holla Forums works. Anyone can create a board, and moderate it any way they like. If a board owner decides to have weird policies then that's their right. That's the local staff.
The global staff only deletes illegal content and certain kinds of spam. It interferes with local staff as little as possible.
