That depends what you mean by 'gaming PC'. If you mean one on the upper-end of midrange then yes, to play the handful of good games or total conversions at max settings (and perhaps things like emulation etc). If you mean $3000 crazy PCs they were never worth getting in the first place.
That said there's no huge downside to going budget if you mostly want to play older games anyway.

You could probably keep to the $500-$600 PC and be perfectly fine on the emulation front, I've got an FX-8320E and Radeon RX460 build I cobbled together for about $450-$500 and it emulates everything I want it to at screen-resolution. For everything else I play it's more than sufficient to run them all at absolute max, steady 60FPS.

Not really. If you're making a new PC, you might as well check up the right hardware specs (I think AMD has it best) for making a Linux gaming PC. Pretty much any good game is old enough to run stably on WINE anyway so unless you have a hard-on for Windows 10 you might as well make the switch and install Gentoo (yes seriously). Since your game selection won't improve you might as well improve your OS. These days Microsoft Windows reserves the right to install software on your computer without your permission and wiretap everything you do so you might want to install a better OS.

If you want some Linux games to check out there's The Dark Mod (Thief clone) and 0 A.D (Age of Empires clone).

Some of that shit is intentional. A number of multi-platform developers are deliberately sabotaging shaders and framerates on PC nowadays. In other cases, like The Witcher 3, it's just the pressure of one-size-fits-all coding that causes giant graphics downgrades.

Well the handhelds are busted open and there's already exploits for the PS4 and Switch. I don't know about piracy per se but it's a start.

Gravity Rush 2 and Shadow of the Beast are about the only things that come to mind.

As far as I recall for Switch all they've managed was loading a nonstandard webpage, nothing notable. It's taking longer to crack than everybody thought because 3DS homebrew mouthbreathers aren't able to figure it out and because it's taking work they've lost interest.

You could emulate those on a 200 dollar PC. You could do WIIU on a 600 dollar one for now but that will likely go up.

With a gaymen PC you don't just get modern AAA trash you get 30+ years of backwards compatibility, all the old consoles and new lower budget games that actually try something new.

Don't go all out because older hardware is fine if you aren't interested in shitty ports, a ~$600 build should be more than enough for the next 5 years.

Saints row 2 is a good game but is one of the worst ports in history. With those specs you can probably bruteforce a 2008 game like SR2 into running at 60fps. Other than that insurgency has horrible multithreading and fails to run at stable 144fps without an overclocked intel cpu. Like I said earlier at least you can use your PC to supersample older games, and there are some emulators that still have a lot to gain from better hardware. Ones that I can't always run well with my setup (core i5 4690k @ 4.4ghz + gtx 1060 +500mhz memory/ +100mhz core OC) are PCSX2 (when changing the ps2's internal resolution), any PS1 emulator (when changing the ps1's internal resolution), ishiiruka-dolphin (when upscaling textures and changing the wii's internal resolution) and n64 emulators.

Nearly every good release in the past couple years has either been indie titles that will run on a toaster like Devil Daggers/Hollow knight or well-optimized ports of nip games like Bayonetta/EDF/Dragon's Dogma/Dead Rising.

To answer your question, I don't think there's any reason why you couldn't do that, but if you start with an entirely new PC it's probably better to just back up all the stuff like music, games, pictures of your dead pet etc. that you want to keep and do a clean windows install.
Like said, you also install drivers for new hardware.

gaming PCs are high end PCs geared specifically towards gaming. i associate it with hardware races. honestly 2 year old hardware is powerful enough to run the newest games. my hardware is almost 10 years old and the only thing that stops me from running some games is the intentional DX10 requirements that can actually be patched around

I haven't had to replace anything except fans and thermal paste. I've been making backups more frequently but nothing has broken yet. I spent a lot of money back then but I had a different personality. I wanted the top gaymen PC. I originally got it with two HD5770 cards for crossfire. I sold the other one. It also had two 1TB hard drives along with an SSD. I put aside one of the 1TB drives. It's still sitting in my shelf. I'll probably end up using it in case my current disk fails. Technology in general has hardly gotten better since then. If it was 9 years old in 2008, that would be a much different story. After slowly realizing how terrible the games I was playing were and discovering a game that made me lose interest in all others, I stopped caring about hardware.

Only reason to do the HDD swap from a processor/motherboard to another is because they're close enough (same base motherboard design -like ASSROCK GAY-BASHER UCC / GAY-BASHER FX- and processor family) or you're using gee-en-you slash linux.

I spent a fortune on hardware from the late 90s to the mid 2000s and noticed the same thing. I still upgrade pieces here and there but it'll be years until my next build as I have a good CPU and my MB supports PCI v3.

i mostly use it to play ps2 era games. honestly the high framerate doesnt benefit me much. i have joint pain in my hands and my vision isnt great. also, games arent really difficult enough anymore to warrant all that effort.

now if im trying to master some NES title from back in the day, use MAME to play some metal slug… then i plug into the CRT. and go into beast mode. but most games? strategy, puzzle, action, rpg… i can play most of those games just fine with like a 500ms delay with post processing to make it prettier.
