Part 4 was a boring shitfest. 20 episodes of nothing and a bullshit ghost thrown into the mix. Echo was the stupidest stand I've seen yet with Act 3 having nothing to do with its original concept. Okuyasu didn't do shit throughout the whole series despite his stand having a number of uses. The whole part with Kira's father could have been avoided if that drooling retard used The Hand to capture him after he escaped.

I think it was really because part 4 introduced too many stand users and Akari couldn't make good use of their powers throughout the story. Stardust Crusaders turned out okay because it had a smaller cast and didn't have to rely on bullshit like "I think i heard Jousuke screaming from around that corner but it was probably nothing so i won't check it out"
