While it's true you had to replay every level as Luigi in 1, in order to achieve TRUE 100% you had to play through each level as him and Mario, changing the silver crown to gold on your profile. 3D Land also repeated this, where after unlocking Luigi you had to beat each level again as him

You can literally make any sort of level you want and many people do make some of the most "hardcore" shit.

There are some absolutely amazing puzzle maps too. There's one nip that makes incredible single-screen levels that are almost art.
