Tom Hall wrote the Doom Bible so I'd say he contributed more to design than Romero. I'd consider Romero primarily a level designer on that game, and he created the internal Doom mapping tool.

Doom was a group effort of Carmack, Romero, Sandy Petersen, Adrian Carmack etc. There was no one designer that did "everything" on the game. If you subtracted one the game would have sucked.

Like if you got rid of Romero then you get rid of the entire first episode of Doom, all of the tweaks to gameplay Romero added because he autistically playtested the maps constantly (he also created a set of guidelines for the rest of the designers to follow when creating maps. Such as making sure if there was an outdoor area there should be a way for the player to enter it), multiplayer was mostly balanced by Romero, all of the later Doom engine games like Heretic, Hexen and Strife because that was all Romero dealing with Raven software (Carmack thought it was a huge waste of time), Romero was also the one who made sure that every level could be spedrun through and every level could be finished with a pistol start. There was a huge amount of gameplay detail that was added solely due to Romero.

Doom wasn't just a one man game project. It was a group effort.

Bare in mind that Carmack was the one who thought secrets were a terrible idea to put into an FPS game. You can see what happened to Id once they got rid of Romero with Doom 3. That was pretty much what an all Carmack Doom is. An overblown technology demo.

Most of Tom Hall's ideas were thrown out. He over-designed a huge amount of the game without any of the developer's input. Like he wanted the game to have an involved story and campaign that nobody else wanted. He wanted big things like fantasy weapons and things that nobody wanted. His concept of the game was set on a planet called "Tei Tenga". Etc. If you want to play a Tom Hall FPS you can try playing Rise of the Triad and seeing just how worse it plays by comparison. Rise of the Triad mostly reused a lot of Tom Hall's ideas he had for Doom (like all of the player characters in Rise of the Triad were in the Doom Bible)

The guy playtested the game pretty extensively. He also wrote the game's map editor for the NeXT computers they had. (Which explains why Carmack didn't release the source to it and it only appeared years later. And why he released a set of guidelines on making maps for the other designers.)
