The art-style isn't the problem. It sells itself as a comedy and makes safe jokes.It sells itself as a Star Trek nerd piece but it's knowledge is surface level.It doesn't do anything interesting or new and the characters are not particularly interesting.This does not mean it can't do this stuff. It just means that the pilot didn't do it. Give it a few episodes. I'm cautiously optimistic.One problem was Mariner's problem with essential name-dropping while drunk, which wasn't interesting and wasn't funny and took up enough screen time that the writers thought it was both.The biggest problem was it's fear of misdirection - none of the jokes are set-up in a particularly good way and most of them have their punchlines telegraphed. "It'll spoil the milk!" or "She didn't!?!!" There's a slight confusion between response to a joke a success of the joke. Most of this I contribute to the show's reluctance to make jokes that actually satirize the universe the characters are in for the favor of simple character jokes. It was also predictable but that's not necessarily a flaw.

Star Trek at least somewhat needs to be about exploring weird shit and new unconventional situations, and that means either having a ship actively exploring, or being stationed somewhere on the frontier where weird shit comes to you. A show about lawyers or investigators wouldn't really bring to the table much that a regular show about lawyers or investigators doesn't already have.Plus, a show about the inner workings of the Federation runs into the problem of having to more closely define those inner workings. The Federation is an impossible idealized society, and the shows sidestep that by being a step removed from it. A show that has to examine how the Federation's institutions actually work on a regular basis would be in for a very hard time.
