The Metal Max and SaGa games seem to fit the bill. Lunatic Down also caught my attention with the recent translation patch, but I dont feel like paying for the steam release.
The souls franchise ans Dragons dogma should be mentioned too. But I was searching for older examples.

The closest MegaTen ever got to real roleplaying. The only one with a character creator and multiplayer, and far more gameplay freedom than the rest.
Sadly, the game's lack of story choices really hurt it.
