I don't think anyone is saying that NatSoc and Fascism are the same thing. They're extremely similar; the NSDAP copied a lot from the Italians when they took control of Germany; when Mussolini had to make a whole new government, he copied a lot from the National Socialists. I think the problem is that you're assuming third position politics is as dogmatic as capitalism and communism, where even if policies are blatantly failing the leaders will refuse to remove them. Fascism is a very organic ideology, so it usually fits a certain nation's characteristics. This difference in characteristics between Germans and Italians can explain the difference in racial policy. Germany was much more homogeneous; and Italy, while it did have racialist policies, had many citizens with a very questionable amount of "whiteness."
