If you want proper opsec, get a burner laptop from a thrift store or pawnshop, run a LiveUSB distro on it for shitposting (like Tails or some debian-based pleb distro) and make sure you spoof the MAC address (ideally a randomized MAC address that changes every hour or so, but be careful to not leave too much of a signature). Then, store the laptop and the USB drive in a storage locker or bus station locker or similar. Buy pre-paid credit cards in a town a few hours away and use them for VPN access. Once you have a proper laptop and VPN, then you can use local internet hotspots (cafes, libraries, etc) just make sure there's no identifying information and you dodge any places that have security cameras. Then when you've done all that, you have accomplished 'babby's first opsec'.

It's very possible this is a set-up, a mechanism by which the U.S. can agree to spy on the citizens of some other country, and the government of that country will spy on U.S. citizens for the U.S….in that way, neither country breaks their OWN laws, but they still have access to private information just as though they have. In truth, the U.S. and England have been doing this for each other with phone records, for quite some time.
The problem with governments accessing their citizen's private information is not the information itself…after all, if you're not breaking the law, you don't really care…the problem arises when it becomes a matter of course for them to keep records of your private info, and use it routinely to "prove" innocence or guilt, or leak it to smear reputations.
When the government has a file on you, they can alter it. And in altering it, they can either put false information in it to charge you with a crime, or leak it to destroy your reputation. This is the entire reason warrants for searches were instituted in the U.S. constitution, so cops couldn't search your home without a reason & then claim to have found damning evidence in the search. They would require reasonable proof that wrongdoing was taking place (oath or affirmation, in other words, a known witness with his ass on the line for the accusation, or some physical evidence the judge would accept as noteworthy) or they could not search in the first place. The first violation of this clause was the requirement you allow police to search your vehicle, otherwise you couldn't hold a driver's license…we let them get away with this, and now you see they are reaching even further.
Never give them an inch, people. Never give them anything, lest you see their "reasonable" violations snowball into overreaching, tyrannical demands.
