Age profile (18-35 years x old)

Physically and mentally fit for combat duty

Based on the info from this thread, it appears foreigners are not eligible for the bounty. They can't be recruited to the CAFGU (fails the natural-born citizen requirement), and the government can't recruit them directly (constitutional ban on foreign operatives, except via treaties). Although, of course, considering this is flipland, rules are not set in stone.
