I think it's important to acknowledge the Carter aspect of this because it'll certainly be brought up. The FBI had him watched due to his meetings with Russian firms, worried that he may provide intelligence. Nothing ever came of that but he was still being watched and was therefore under investigation. Being under investigation is not guilt and it completely sidesteps the incontrovertible fact that the events you (very succinctly) listed happened.
