Nah. Instead of slow dumb enemies you get faster, more aggressive enemies that shoot shit that's harder (but not impossible) to avoid. It's about balancing it out.
Is he implying the framerate should be higher, the monster count should be lower, or the graphic technology should be better?

He was always more interested in pushing existing Technology as far as it can go and for doing neat tricks with code that nobody has thought of and having it run optimally on both a software and hardware level.
If he isn't going to get 60FPS he's going to try and squeeze as much as he can out of 30.
