Actually you can. For example, an island with a homogeneous population (racially) separated geographically and isolated physically and/or virtually from external communities. Tyrannical rule wouldn't apply if a representational form of government emerged on that island. In fact, the minimization of tyranny could be applied to the creation of such a place in contemporary. Would tyranny exist at the moment a government decides to genocide all other races, except for one? Absolutely. Would however, tyranny exist in the government thereafter? We just don't know.

If you want to know what a white ethno-state looks like, just look at the USA before the Immigration and Nationality Act of 1965. Before then, the USA was around 90% white and only allowed white Europeans to enter. This is a text book definition of a white ethno-state, it's not a new concept, it's just a new term.
