Doubt it's to fuel such a narrative but the media could try exploiting it, but it's rather early for it though. Self-driving technology isn't truly reliable enough for safe roll-out for all conditions yet. If anything, to sell that narrative they'll be marketing the successes of the technology as it progresses through more complicated environments. Personally the only time I would even remotely trust it (for its functionality, ignoring all the privacy/security concerns) is when it can successfully navigate driving through hurricane conditions, at night time, power grid is out and intense rain, debris flying/scattered everywhere within an urban dense environment. In other words it has to be able to handle emergency situations.
