When you have two bills in the house and senate passed, there are differences that then get reconciled in the reconciliation committee. For example, one of the tax bills had seven tax brackets while one of them had four. One of them had a 22% corp tax rate and the other had 20%. They reconciled at 21%.

The expiry of the individual tax cuts was not one of those things that needed reconciliation because it was in both bills. Neck yourself for being fucking stupid.
