Republicans still hold a 51 to 49 majority in the senate, they lost a single seat but still hold a majority. They didnt have a filibuster-proof majority before, and they dont now. The only difference is they can only lose ONE vote and still win via tie-breaker vote by VP Pence as opposed to losing two votes. Further, the tax reform vote will happen before this session of congress ends, and Jones will not be seated until after this session ends.
