California has a lot of pacific winds that sweep across the western plains on the coast line. A lot of the flora is dry due to droughts. Southern California is still pretty hot this season, but even if they weren't, they'd still have fire problems.

Depends. The days get slightly colder in the winder usually, but it's still positively balmy compared to anywhere else except Florida. If the Santa Ana winds start blowing in from the desert, though (and they can do so pretty much any time they fucking feel like it) the temperatures will head up to near 100 degrees.
Last year on Christmas it was like 95 degrees. Not even fucking kidding.
